Changing from PIP to ADP (Scotland) due to reporting change, who backdates?

Hi, I reported a change of circumstance for my PIP to the DWP in January this year.

They told me PIP is moving to the Scottish system, ADP (Adult Disability Payment), so it will be them dealing with the review.

Social Security Scotland who deal with ADP have told me they will take over my payments towards the end of April and will ask about the change of condition then. This will be over 14 weeks after me informing the DWP of a change.

I phoned Social Security Scotland to ask them if they will be backdating it to when I reported the change in January. They said to phone the DWP and ask to speak to the "Scottish devolution team". Which I did, the DWP said they have never heard of that team.

Does anybody have any experience of this?

I have no experience of this, I would have assumed it would be from when you reported a change of circumstances, but I do not know for certain.

I will open the discussion up to forum members and fellow mods for their input.

I work for Citizen Advice Bureau in Scotland and looked at Social Security Scotland (SSS) documentation on case transfer process but answering this in a personal capacity.

Extract from SSS presentation

1.Goodbye letter
received from
Department for
Work and Pensions

2. Introduction letter
received from
Social Security
Scotland

3. Case transfer
processes occur
behind the scenes (up
to 3-4 months,
excluding Special
Rules Terminal
Illness)

4. Award letter received from
Social Security Scotland.
Paid Adult Disability Payment
on the same day, same
amount as Personal
Independence Payment

Would suggest that issue is possible delay in DWP starting the transfer process after being contacted about change of circumstances (COC) and information (which should include the date the DWP was notified of the COC ?) provided to SSS.
