If a person needs help but currently doesn't have it - so has to manage as best they can, or not complete a task at all - they can still apply for AA

If your mother needs an aid like a walking stick but cannot not use it due to her condition, then add the aid but explain why she cannot use it.

Speaking from a claimant's point of view, in my opinion, your mother has nothing to lose by filling in the forms.
As suggested on here do contact your local Age UK or a similar organisation such as C.A.B. where you will get excellent help in filling out the forms.
Even if you are turned down, do not give up. You can still go for an appeal.
I am a DLA claimant almost 76. I do recall the first time that I applied for DLA I was turned down and there were some very good organisations in my area. I was accompanied to a tribunal by an advocate from one of those organisations and was then successful in my claim.
I know it's a bit scary, the thought of all this, but if you think you are entitled and I am sure that you are... like I said, you have nothing to lose.
