Statement of reasons referencing another descriptor to the Decision?

Is it common for the statement of reasons to reference a different descriptor to the one referenced in the decision?

Say from unable to go out, to can't go on unfamiliar journeys?

You haven't given a lot of context to your question, if it were any other activity I probably could not provide an answer but I am wondering if this statement was made in regard to Descriptors (d) and (f) being mutually exclusive with (e). In other words, if you cannot go out then your ability to follow a route cannot be considered and in opposition, if you are trying to follow a route then by definition you must be able to leave your home. Both examples are in regard to the majority of days.
