ESA 'zeroed' due to postgraduate loan but letter does not give a decision

My ESA has been 'zeroed' because I will be getting a student loan (postgraduate, online course, part time). They count this as income even though it is all going to tuition fees. I was receiving income related ESA and in the support group.

I've called ESA today again and the lady didn't know what the letter meant, the conclusion of the letter was "disregard £12" per week. A Decision Maker will be ringing me back in the next few days. I rang citizens advice and they advised me to claim UC.

I've started the process of claiming UC and they have told me I need to attend an appointment with a work coach at my local job centre. I asked if I could do it over the phone instead as it would cause me severe distress but was told I have to attend. I also spoke to my CMHT care coordinator and she said if that's what they said then there's nothing she can do to help unfortunately. I did put all of my diagnoses on the form so they should be aware of my limited capability for work if they've actually read that. I've asked what the appointment is regarding.

Basically I think I'm unsure as to if I should carry on with the UC claim or wait for the decision maker to get back to me? I think I should but I'm running out of money.

The conditions for claiming Universal Credit are set out in a "claimant commitment" that most people will have to accept at the beginning of their claim. If you are part of a couple, you will each have a separate claimant commitment that may be different from each other's.

People who may not need to accept a commitment include those who lack capacity, those who have exceptional circumstances  where it would be unreasonable to expect them to agree a commitment (this is decided by the work coach on a case by case basis), or, From 15 February 2022 people with a terminal illness and less than 6 months to live were also excluded, and from 4 April 2023 this was extended to 12 months.

There are 4 conditionality groups:

* Group 1. No work related requirements
* Group 2. Work-focused interview requirement
* Group 3. Work preparation requirement
* Group 4. All work-related requirements
