Will PIP and Carers Allow be backdated when they start (after moving from DLA)?

Hello,

I had submitted the PIP application for my son on 23rd Apr (moving from DLA as reached age 16)

I received a letter dated 30 May from DWP stating that my Carers allowance will stop on 27 June as the DLA is due to stop on that date.

On 8th June I received a letter stating from the PIP team that they have "all the information they need to decide" and will write to me when they have made a decision. (No target date has been mentioned as to by what date this is expected to happen. There was no phone interview so looks like this will be a paper based decision. I had provided detailed responses and supporting documentation with my application.)

I have been trying to call the PIP team to check when the decision will be made but unable to contact them. (Get disconnected after waiting 30-45 mins in the queue. Have tried multiple times).

A few questions please:

1. If the PIP application is approved after 27 June (when the DLA & Carers allowance are due to stop)
a. Will the PIP start be backdated to 27th June?
b. Will the resumption of the Carers allowance be backdated to 27th June?

2. Is there any action I can do now to avoid a loss of Carers Allowance if this will not be backdated if PIP starts after 27th June?

3. Is there any DWP service level target as to when PIP paper based decisions should be made after receiving all the documents they need?

You need to contact the Carers Unit rather than PIP, your CA should not have stopped, on transfer from DLA to PIP the DLA claim should continue for four weeks after after a Decision on the PIP claim is made.

Whilst there is a requirement for claimants reaching the age of 16 to claim PIP this does not terminate the DLA on the 16th birthday.

Thanks for your prompt response.

To clarify a couple of points.

1. The 16th birthday was on 22nd Dec 2022. I received the PIP form quite late and hence could submit it on 23rd Apr.

2. Sorry I missed mentioning that I had already contacted the Carers Allowance Unit. They said as the Carers Allowance is linked to the DLA, the Carers Allowance would stop when the DLA stops on 27th June. They said they could not do anything and that I should contact the PIP team to check progress of my PIP application.
As mentioned I am unable to contact the PIP team. (Get disconnected after waiting 30-45 mins in the queue. Have tried multiple times).

I would appreciate any suggestions on the next steps I should take to ensure that the DLA and Carers Allowance continue until the decision of the PIP application is reached.

Hi Sapphire

The only steps I can suggest to try and ensure that the DLA and CA contiues is to contact DWP, the best time to contact them is first thing in the morning, waiting times are much reduced early in the morning.

If you were entitled to carers allowance before claiming it, you can ask for it to be back dated for up to three months.

Just an update.
I called the Carers Allowance Team again today and was told that they had just received an update from the DLA team that the DLA has been extended until 26 Dec 2023 (whilst the PIP claim was being processed) and so the Carers Allowance is expected to continue until then.
This query can now be closed.
Thanks for your help.
A tip for others reading. Calling the Carers Allowance Team sharp at 08:00 am when the phone lines opened meant I didn't have to wait in the queue.
