Can anyone recommend a broadband provider who give discounts for us on PIP? I am with Virgin and they only give discounts for those on UC.

Vodaphone are listed for PIP and also Truespeed but others may do so you'll have to ask them.

I think i have seen that Vodafone do social broadband for PIP.
