C/Tax ben Housing Ben thresholds

I am due to get a substantial payment from the CICA and have called all the relevant depts. Income support tell me of their rules regarding this. i.e. everything between £6,000-£16,000 incurs a £1 loss of I/S for each £250 in savings.
Incap ben and DLA are largely unaffected as they aren't means tested.
However, upon phoning my local council I am told there is no such thing as a "threshold".
I was always led to believe that £3.000 was the limit you were allowed to have in savings before it was taken into account and that was raised to £6,000 some years back. The latter I know because incredibly, my former council was still advising people they could only have £3,000 savings for H Ben and C Tax ben purposes long after the threshold was raised and I pointed the new figures out to them, via a welfare rights lawyer some years ago, much to their embarasment.
The place where I am now living has just told me that the threshold rule has been scrapped? They say that any savings are counted ... Is this true and can anyone shed any light on it?
