Budgeting loan was created by carmind

Someone has been turned down for a budgeting loan on the grounds that they are receiving incapacity Benefit, which is not a qualifying benefit. (Income-based ESA is!).

Can this be right??

Yes, it's right, unless the IB is topped up with IS. You have to be on IS, ESA(IR), JSA(IB)(Including hardship payments) or Pension Credit.
