With regard to the ESA claim.
The answer is yes, you will need your G.P. to issue a fit note for a fresh claim of ESA.
As for the Carer's Allowance issue, yes a partner can be paid this allowance.
However, it is not as straight forward as that, it may depend on any other benefit, etc, that may be relevant.
As this is personal to you or your partner you may need face to face advice on this issue.
