Yes you can, but you should also be prepared to argue why it is applicable at the hearing, this might require you to also provide evidence in support of this assertion.

the evidence is there from my GP but the good old DWP preferred to ignore it and use an old ESA report (pre dates DLA claim by 10 months!!) that has already been shown to be full of inaccuracies and was discarded by the last tribunal which preferred the evidence from my GP and carer.
