What I mean is,my friend was told today(by Belfast) that a decision had been made yesterday, and that the letter would be sent from England. She thinks that this might mean she got a positive decision as if it was a 'no',the letter would have come from belfast. Is this the case?

I'm not aware of anything to suggest this.

The DWP prints all of its letter from a few, centralised printing centres around the country, but they certainly don't distinguish where they are printed based on the content of the letter. :)

I would not think so and the reason for this, is all my yes letters were from Belfast.
