You don't say what benefits you are referring to, but I'll try and explain what is going on.

If you are currently receiving IB then you will be transferred to Contribution Based ESA at some time over the next three years.

Once you are in receipt of ESA then legislation that is the process of being enacted will limit how long you can receive it for.
