If you believe you should be entitled to the care component then yes, asking for an appeal tribunal is the next progressive stage.
You can either ring the DWP on 08457 123456 and ask for the appeal form (called a GL24) or download one from here:
www.dwp.gov.uk/docs/gl24dwp.pdf It must be received completed by the DWP within one month of the date of the letter you received saying your reconsideration had been unsuccessful.
