Hi,
HM Courts and Tribunals Service run all Tribunals on behalf of the Sec of State for Justice.
A DLA panel comprises a legally qualified Judge (who acts as chair), a Doctor and a disability qualified person (either a disabled person or person having great knowledge of disabled matters. ESA tribunals are comprised only of a legally qualified judge and a Doctor.
It is possible that a DWP official (usually referred to as a Presenting Officer) can attend, however in the vast majority of DLA tribunals no Presenting Officer is present.
