After writing a letter asking for an oral hearing (etc) I have received an aknowledgement that says (in "what happens next) they will look again at the decision and I can "feel free to contact (after) 11 weeks". It reads as if my letter is a request for a review. Is this the usual style of response?

The decision will firstly be reviewed by a different Decision Maker and if it can not be changed, it will be sent to Appeal, which you should attend as you have asked for an oral hearing.
