Tax Credits would have no bearing on whether you require a medical or not, so I would take that comment as just the DWP call centre inventively coming up with a reason for your claim being delayed.
As to why Tax Credits would delay your claim, anything would be just a guess.
My best advice is for you to escalate the situation to the Customer Services manager, this usually requires a call back, so call early in the morning.

hi quick explaination migrating ib to esa anyway they recieved form back sept 19th spoke to them in oct said no medical with decision maker lookung favourably should be 2-3 weeks phoned them after 3 weeks told decision made favourable but they didnt know which group i was in so phoned back they said no decision made phoned back 3 weeks after today and now theyre saying might have to go to medical and that my child tax credits have held it up so would atos have looked at my form and decided medical or not surely if they wanted s medical it would of been done by now or would the tax credits hold it up pretty upset to say the least now in limbo again any advice thanks guys

Re your query, I think you are trying to establish your claims status.
It maybe possible that ATOS in effect 'passed' your claim on scrutiny (ie advised the DWP it maybe possible to make a decision on the claim without a Work Capability Assessment - medical).
However the final decision rests with a Decision Maker at the DWP, who may have decided a medical is needed in order to assist them with making a decision on your claim.
With regards to tax credits that is not a benefit we deal with on B&W, so can offer no advice on that.

It would be impossible for me to give any constructive comment on your personal circumstances and problems.
The best advice that I could give, would be to correspond with the DWP in writing, keeping copy, and posting any correspondence by recorded delivery.

We have found that members are receiving much misinformation over the phone from the DWP/ATOS.
It is far better to have an auditable paper trail.
