Reporting Changes in Circumstances

Why can you report benefit fraud online but not report a change in your circusmtances online?????????

I only have a mobile phone so it costs me sometimes over £6 to phone the benefits office. I also have difficulty with post and I know there are plenty of people who have difficulty leaving the house.

Why is the DWP actively making it easier to report fraud than a change in circumstances. Sometiems I have seriously considered reporting any change in cirucmstances i go through as 'fraud' just cos I can't face the hassle of reporting it in other ways.
