We're just discussing this at the moment in the Moderators forum.
The simple answer is we do not know, if taken literally, the descriptors seem to overlook this group.
What is not clear at the moment and is unlikely to be in the short term, is how rigidly these descriptors will be applied, so it may well be that assessors will be told to take into acount a wheelchair in these circumstances, even if the claimant does not use one or even own one.
I'm afraid all we can say is wait and see.
