Question Re Contribution Based ESA?

I receive contribution based esa plus high rate care/mobility dla. My question is why cannot i get the enhanced disability premium with my esa?

It's because you're on CB ESA rather than Income Based ESA. The premiums are only applicable to Income based ESA and not CB ESA.

Why should not being on IB ESA make a difference? Don't understand?

CB ESA is non-means tested (although income from occupational pensions and certain other things are taken into account to some extent) while Income Based is means tested.
