Hi FEA,
All claimants, in receipt of IS through sickness, SDA, or IB, will be transferred over to ESA between now and Spring 2014, without exception.
Regarding your husband's receipt of Carer's Allowance,(CA) or the Carer's Premium,(CP) this does not give exemption from the ESA WCA Migration process, or indeed a face to face assessment (Medical) if the DWP/ATOS deem that one is necessary.
However, being in receipt of CA or the CP does exempt claimants from mandatory attendance of WFI's or WRA, if they are placed in the WRAG of ESA.
