The DWP DM's do sometimes refer to an ESA medical report, to help them come to a decision on an award of DLA.
However, DLA and ESA do have different qualifying criteria, e.g. with DLA it is a walking test, with ESA it is a "mobilising" test, which also considers the use of a manual wheelchair unaided.
ESA is a "Work" Capability Test, DLA is awarded because of walking limitations, or care needs, etc,etc.
