Hi! I think they have; i wonder if you dug deep enough whether you'd find someone who influenced the instigation of esa and the use of the ATOS gravy train in the same bed. Constantly reassessing people with no hope of improvement is pointless; unless it generates cash for the company which it does. As far as HCP's go, how can for example a midwife decide what a blind persons capabilities are. You would'nt own a Farrari and have it serviced by a lawn mower mechanic!
