It is somewhat more complex than that. In effect DLA looks at ones care/mobility needs - whether or not they actually get the help is irrelevant as long as the help is reasonably required.
ESA looks at a series of tasks (the descriptors) and it is a matter of whether or not one can carry out those tasks.
Whilst there maybe a small degree of overlap, DLA and ESA are essentially different benefits paid for different reasons.
