Statutory Time Limit for Upper Tribunal Decision

Is there a statutory time limit where Upper Tribunal Judges have to make a decision in relation to an appeal? I replied to the Judge in April 2012 as he had asked me two questions and to date he has not made a decision. I have contacted the Upper Tribunal who have given the Judge's apologies but they cannot say how much longer I will have to wait for his decsion. The first tier tribunal took place at the end of January 2011 and the Upper Tribunal Judge allowed my appeal. By the time I receive the decision DLA could have been replaced by PIP!!!!

As far as I am aware there is no prescribed timescale for an Upper Tribunal Decision to be made, they typically take 6-12 months to be delivered.
