Re. the draft final assessment criteria released last week for PIP...I posted late last night but unfortunately had no replies.I am still unsure as to how the new descriptors of standing and then moving will affect manual wheelchair users? The confusion not least as a local welfare rights adviser told me yesterday that they are hearing noises that wheelchair users could lose award of mobility altogether as they can "self mobilise"...I dont see this myself but she is suspicious that descriptor D in Moving Around is the only one that mentions an appliance. A wheelchair would be an appliance as I understand it and I wonder if stand and then move using an aid or appliance could mean stand and then use a wheelchair to move between 20 ad 50 metres but no further. Of course many wheelchair users able to move 50 metres would no doubt be assessed as being able to move further and thats where the welfare rights lady seems to think wheelchair users may lose enitlement.
The notes accompanying the descriptors give an example of descriptor D as possibly being someone who could move between 20 and 50 metres but no further, using an aid or appliance such as a walking stick or crutches...wheelchair isnt mentioned
I would be grateful if anyone could clarify though I'm sure Steve will be posting new advice on the final assesment criteria when he has studies it.

As I understand it, and this is just my interpretation based on what is currently available.

Using a wheelchair is no longer being tested, it is based purely on a claimants ability to walk. Walking is defined in the traditional sense, so someone propelling a manual wheelchair, and for completeness an electric wheelchair, would not be relevant, as this is not considered walking.

Any more detailed understanding is going to have to wait until a guide is produced, we should also remember, if the majority of existing DLA claimants will now not be moved until 2015 at the earliest, it is perfectly possible for the descriptors to be updated in the interim.

Thanks for that Gordon..Thats roughly how Id understood it from the notes accompnying the governments response to the consultation.It threw me when this WR adviser came up with her interpretation though, so I did wonder. I understood from the document that the DWP are not willing to consult again and the criteria are now finalised, though they have to be debated in parliament , as I understand it and could be tinkered with again as you say. Thanks again....

There are some transitional arrangements for PIP, currently in draft form until they have been debated in both Houses of Parliament after the Christmas recess.

I have no doubt that Parliament will approve them, the draft transitional arrangements are available HERE
