SDA to ESA WRAG without ESA50?

It is possible for an ESA Decision to be made without the issuing of an ESA50, but this is extremely rare and is most usually related to the Exemption Conditions.

You can reduce the risk by providing as much information in your ESA50 as possible, but I am afraid there is no way to remove it.
