Just to be clear, you were transferred to ESA on 07/12/12?

On the assumption that the date on the letter informing you of the this is on or about 05/12/12, then this is the date of the Decision, as it is the date on the letter informing you of the Decision that defines when it applies from, rather than the date on any DWP internal documentation.

Even if this is not the case you could still make a late appeal on the basis that you were not notified of the Decision until the date of the letter.
