My conversion process from IB to ESA is becoming somewhat convoluted, and it is possible that by the time a decision is made that it will be later than April. Are the proposed changes about appeals definitely going to come in at this time?

I'm sorry, but until the Government submit legislation to that effect, there is no way to know what if any changes there will be to the Appeal process.
