Universal Credit and Self-Employment on ESA

After all, the Equality Act allows people to limit their hours, but they are caught in a bind if they will never make enough to be financial self-sufficient due to small number of hours worked. Will the Universal Credit provide a safety net supplement for those in this position without having to have sanctions and conditions or are they to be denied this form of work?
