It seems the government has decided that if you score 8 points or more on the Mobility Component of PIP then you will automatically qualify for a Blue Badge.

See Part 1.4 of the Executive Summary. Here

Also a 50% discount will also apply to those buying a tax disc who are awarded the Standard Rate of PIP Mobility and exemption if awarded the Enhanced Rate.
