Maybe, maybe not, remember that there is already a mandatory Reconsideration process already in place.

The 'no payment durng reconsideration' has not really changed from the current situation, what has changed is that a 'stand alone' reconsideration will be mandatory rather than going straight to appeal. Whether calimants who fail the WCA will be transferred directly to JSA seems to be a moot point at the moment.
