Ok, I understand. Isn't UC going to swallow up both PIP and ESA eventually though?

PIP is a completely independant benefit and has nothing to do with UC.

Only Income Related ESA will be replaced by UC and this will not begin to happen until the end of the year. Legislation has not yet been passed to enable this, so any discussion on this subject would be pre-emptive.

All of this assumes that the current schedule for UC is maintained, which seems unlikely given the number of problems being experienced by the DWP in their early testing.
