With a paper hearing do you get an opportunity to pull out i,e, how does the judge give you an indication if he's going to reduce the award ?
Also, if the evidence is strong surely there is still a good chance of success with a paper hearing especially if you cannot attend due to ill health?

I would assume the Judge would write to the claimant, with a warning that continuing with the appeal may result in any existing award being reduced.
An appeal can be withdrawn at any time prior to the hearing.
Paper hearings most certainly can result in an award, however, statistically the success rate is about 25% of that for an Oral one. If the basis of the claim is an inability to attend, then not doing so would certainly be supportive, but this is a fine balance that only the claimant can make based on their particular circumstances.
