DLA To Pip Mobility Descriptors

If you were awarded lower mobility on dla and nothing has changed surely they should have to award you lower rate mobility on pip ??

PIP was deliberately made harder to get than DLA, the whole purpose was to reduce the benefit bill. In addition to this, the mobility descriptor was changed at the last minute, the distance for the highest score is now a maximum of 20 meters (relibably etc).
