I would have expected there to have been evidence from when she was initially awarded DLA, childhood DLA claims can be very difficult without supporting evidence.
Has your mother spoken to your sister's GP, they can look back through the records for information and I would have thought that they would have an opinion on the matter.
I think you will struggle to show cognitive impairment without supporting evidence.

Yes, if you do not have evidence then you/she will need to explain in detail how she is limited by her learning problems.
