If a decision is made awarding points but no monertary value ie, 6 points care, 4 points mobility would this be considered as an award and preclude submitting a new claim without a change of circumstance ?

An award requires the claimant to score 8 points or more for one of the PIP components, if the claimant only scores 6+4 then no award is made and they have the option of making a new claim immediately.
