There are two problems with this Decision, it does not say that applying the cream is therapy, but rather that the original Tribunal did not investigate this issue and that was an Error. Secondly., the Decision was made before the change to the Descriptors.

The bottom line is that you need to argue that the treatment is a therapy and not the application of a medicine.
