It's difficult to answer this, certainly the statistics show that a claimant is less likely to receive an award with a Paper hearing than an Oral one, the primary reason for this being that the panel cannot alleviate any concerns about the claim by asking the claimant questions. But statistics don't always apply to an individual claim.
You also need to consider whether there would be issues with your attending, if you have problems with Agoraphobia or Social Anxiety, then it may count against you if you actually attended.
If you do decide to switch then make sure that your submission and evidence are with Tribunal Service before doing so, as you will not be notified of the date of the hearing.
