Both an MR and an appeal re-make the original Decision and therefore can reduce or remove it. At an appeal the Judge must warn the claimant if this is a possibility so that the claimant can withdraw the appeal, the DWP are not required to make any such notification.
Does it happen at MR, yes, but not very often. You need to consider how strong your existing award is, for example; an award with 11 points is likely to be more secure than one with only 8.
Secondly, how likely are you get the extra points for an increased award, can you reasonably see yourself scoring what you need.
You also need to consider whether it is likely that the award will be revised at MR, the rate is quite low and many claimants only manage a higher award at appeal, are you prepared to take it that far.
