from what you have said it is PIP at the moment. Obviously if the claim is refused then you need to go back to the AA department.

It's more than possible that your partner is one of the 1.6m but I would not get your hopes up that this will result in an award of PIP, my impression is that only a small percentage will receive revised Decisions, not least because very few claimants actually seem to understand the criteria and have therefore not presented their claim in a way that shows they meet the criteria.

Realistically I can't see what you can do until you hear back from the PIP department about this new "AA" claim or from the team reviewing previous PIP claims.
