in severe and constant epilepsy 5+ fits per day would the time spent monitoring the patient be counted for monitoring health condition to prevent injury and administer emergency medication also to call doctor/paramedics as reqd as this time amounts to more than the 3.5 per week and have only been awarded 1 point for giving medication

You can make the argument but I would be very surprised if you scored. There does not appear to be any actual therapy being carried out.

“Manage therapy” means undertake therapy, where a failure to do so is likely to result in a deterioration in your health.

Even if was treated as therapy then I think at best the time actually spent administering medication would be counted.
