Attended a face to face today as my sister’s appointee for transfer from DLA to pip. Sister has ataxic cerebral palsy, learning disabilities. She couldn’t answer many questions, failed the numeracy test question, failed to read accurately, basically was a person with learning disabilities. The assessor asked family to define if sister was classed as having learning difficulties or learning disabilities, but failed to define what she meant when asked what this question meant. Anyone else had this? Also asked if it was learning disabilities, what had caused it.

No, they were asking if she had learning disabilities or learning difficulties. And if it was learning disabilities, what had caused them. When I asked her to define precisely what she meant by these terms, she said does she have difficulty with learning eg numeracy, reading, or does she have a learning disability, classed as Down’s syndrome of Fragile X or something like that. I explained that I was having difficulty understanding the semantics of her question, let alone my sister , but she couldn’t elaborate any further. The answer we gave was that she had learning disabilities which had been caused by the cerebral palsy, causing cognitive impairments which caused difficulty and in some cases precluded her from learning.

Why on earth would the assessor ask such a question then, when the cerebral palsy and learning disabilities were listed as being present from birth?! And why couldn’t she just have given that definition?

Also, it was stated the IQ was 64 and they were given proof of this
