Assuming that you are receiving Income Related ESA in part or in whole, as the Premiums are only payable with ESA(IR) and that you have an enabling award such a DLA MRC or HRC or a PIP Daily Living award.
Someone receiving CA against the enabling award prevents payment of the SD Premium, it has no other effect on the ESA claim providing the SDP is not the only reason that the ESA(IR) is being paid (i.e. the ESA(IR) payment are less than £65 per week).
To receive the SD Premium you must be living alone or considered to be living alone, as you have a partner living with you then they must also be receiving an enabling award for you to be counted as living alone if they don't then you cannot receive the SDP.
