Are you sure that you mean Disability Rights worker?
Disability/Welfare Rights workers are professional advisors trained and qualified in Social Security benefits. They typically work at organisations like the CAB, although most CAB workers are not Welfare Rights workers, they are volunteers with varying levels of training and experience.
A trained advisor would only be at a Tribunal because the claimant has retained their services to help them with their appeal.
This used to happen a lot but Legal Aid was removed for most First Tier Tribunals a couple of years ago and it is now quite rare for claimants to be able to get this support.
