Hello If one is entitled to PIP - at the enhanced rate - why would there be a requirement to re-apply for ESA every two years? Surely if you qualify for PIP you should automatically get ESA?

I'm sorry but there is no such automatic qualification, the two benefits have different criteria, ESA is an income replacement benefit and PIP is paid to cover the additional costs that result from being disabled. It is perfectly possible for someone to receive ESA and yet not qualify for PIP and vice versa.
