Does anyone know what is happening at the moment for new UC claimants proving their ID if they don't qualify to use the Government verification service? (The person concerned has neither a passport, driving license or smart phone.)

I am not sure I can answer this for you.
Apparently they can also use a debit or credit card to verify their identity, do they have either of those cards?
Are you able to provide us any more details about the person concerned please, without using any personal information of course.

Hi Keith.
This is concerning a lady I have supported in various ways for a number of years whom I will call A. She lives in social housing with her adult daughter B (30+ years) in social housing. Both suffer from mental health issues and do not engage with society. A is visited, I think fortnightly, by the Mental Health Team.
Prior to the autumn of last year A was in receipt of ESA and PIP. B received Carers Allowance and Income Support.
A's Pip was reviewed in September and she was given 0 points. We requested a MR and they awarded an unhelpful 7 points. We are now awaiting the outcome of the appeal.
Because A lost her PIP B lost her carers and income support. Additionally A has lost her 100% Housing Benefit since she has a non-dependent adult living her.
I recommended that B claimed UC, (with a view to moving onto the new style ESA), which after about 4 weeks she agreed to do, We filed the claim online, but because of B's lifestyle she does not have a driving licence or passport so cannot pass the government online ID verification process. With the current lockdown she is unable to go to the job centre to prove her ID. She has received a text from the DWP saying that if she fails to provide identity by 5th April they will stop the claim.

Also I will move this topic to the other more benefit orientated forum to bring it to the attention of one of the experts there who may be better suited to give you advice on this complicated situation.

Thanks Keith. I suspect that B does have one of those since I know that she has a bank account. How though in the current climate of lockdown would she present this. Sorry if I am being thick!

They should have provided a bank account as part of their UC claim so this should offer some level of verification.
