PIP, Carers Allowance and Underlying Entitlement

So, my husband has just received a letter from the DWP telling him that my PIP ends on 19/05/2020 and along with it his entitlement to the Underlying Entitlement.

So, does this mean that the PIP team have already decided my PIP ends even though I am one of the 44K people who have had their files returned to DWP from I.A. because of Covid-19? And not bothered to let me know a decision has been made despite my speaking with them yesterday.

Finally, can someone explain what value Underlying Entitlement actually is. Yes, we do get housing benefit and council tax relief.

Also, in light of the fact that we have been informed that payment will continue regardless for three months, why would the Carers Allowance team still write to say it will stop?

Sorry, I'm just finding this whole thing so worrying and am almost at the point of throwing the towel in and saying you can stuff it.

Unfortunately, some of the other departments in the DWP are a lot faster at contacting the claimant than the main department, so yes, I would assume your PIP review has been unsuccessful.

Decision Letters from the PIP department usually take around 10 days.

An underlying entitlement means that he is entitled to CA but not to payment of the CA as he is receiving a benefit that prevents this, examples would be Contribution Based or New ESA or the State Pension.

The extension to your award was only to allow a Decision to be made. I'm afraid, now that one has it no longer applies.

Thank you. Should I call them on Monday to request a MR and ask for a copy of their decision report? Also, should I now apply for ESA?

You have a month from the date on the Decision Letter, I would not rush to request an MR until you understand what the Decision is and how it was made. You can request a copy of the assessment report without requesting an MR.

You can't make a new claim for what is now called legacy ESA, you can make a claim for new style ESA but you will need to have worked in the last two full Tax Years. Alternatively, you can make a claim for Universal Credit.

You can but it will limit any award that might result from an MR or appeal so you need to think carefully before doing so. Also, you will still need to address the issues that have caused this assessment to result in no award.
