Can you use previous assessors report as evidence?

I've just received the copy of my assessors report for my PIP (TELEPHONE) review- its not great. My points would go down from enhanced living to standard.
There's a lot of things that are stated about my mood during the assessment and physical ablities that are wrong or missing.
Now at my first - last PIP assessment, 3 years ago I had a home assessment and the assessor actually examined me and put down physical & mood issues in the report.

For example Activity 2: new 0 points - told her partner cuts food - apparently I can use a knife & fork fine.
Original B so 2 points "MSO found restricted arm movement and reduced atm power. She had reduced pinch and power grip to both hands. It is reasonable to suggest that she would need aids (adapted cutlery) to take nutrition reliably.
Can I use the previous report as evidence?

The first question to ask yourself, has your condition deteriorated since you were last assessed? I personally would not use your old assessment but concentrate on the new and highlight areas that are incorrect.

There is a small window for you to write to the Decision Maker but you will need to be quick.

Understand that the assessor is offering an opinion when they say that you can do the PIP activities, tackling these head-on is unlikely to be successful, you need to show that the basis of that opinion is founded on incorrect information, so try and refer to your evidence to undermine what they have said.

Also, try and stick to issues that lead to your scoring points, I often hear members referring to the assessors spelling, as an example, whilst it may show a lack of professionalism, raising it as an issue isn't going to help you get an award.

Lastly, make sure that you understand the criteria that you are being assessed against you can put the best case forward that is possible but you won't score points if you do not meet the PIP Descriptors.

Make sure that your letter makes it clear that you are not requesting a Mandatory Reconsideration but you reserve the right to do so once a Decision has been made.
