Help-found old form from 2018 I should have sent

Hello

In 2018 I was sent a form, and although I completed it, I didn't send it off.
I am on ESA in receipt of contributions based ESA.
The form is not a UC or reassessment form.
It has no number.

I was just tidying out my old paperwork and found it completed with no date, complete with return envelope. I should have sent it in a month after 16/8/18 when I got it, and for some reason I filled it out and forgot to send it back. DWP did not chase it up.

It asks general questions about me and my income from 09/01/14 until July 2018

I am worried because I am a homeowner and in 2015 I received assistance from a home improvement agency for central heating, plastering and double glazing, the home improvement agency doesn't exist anymore and I have no proof of how much I received as I lost paperwork.
The home improvement agency no longer exists.
I also received money for the double glazing from a local charity to go towards the double glazing.

I am panicking as I do not have the money to give it back to them and dont know why they didnt chase it up, the form is in black and white but definitely the original.
I did not date it, I must have put it in the envelope and forgot all about it which is not like me as I worry about forms.
Will they take away the money the home improvement agency and charity gave me?

Your question is outside the remit of the forum, I would advise you to contact a local welfare rights organisation who maybe able to assist you, they will be able to see your original paperwork.

You can find your local Welfare Rights Agency by clicking on the link below and putting in your post code, it will then come up with a MAP with a list of agencies.

I'm wondering if the lost form was to check if you were entitled to receive ESAib (the means tested version of ESA)? Might be called ESA3? In the absence of any fraud, eg pretending to be unwell, or false identity, I'm not aware if any circumstances that would give rise to an overpayment of ESAcb. Even if you were on ESAib, grants for home repairs would not be income, so it would be unlikely that these would comprise an overpayment either.
My usual advice is always to fill in a form and return it to DWP- failure to do so can lead to loss of benefit. Nothing seems to have happened here for over a couple if years, despite not having returned it, so this may well have been the sort of form I suggested above. BUT this is clearly something you are worried about. Gary has suggested contacting a benefits advisor which is a great idea, but you may also wish to phone DWP and explain you forgot to send the form back. There might be some unusual circumstance that I'm not aware of that could create some sort of overpayment or otherwise be relevant to your benefit entitlement. It would then be important to know this and deal with it accordingly. Just ask what the form is, and then you could re-post on here or liaise with a benefits advisor as to whether your home improvements grants are relevant in any way.
I guess its a bit like having a sore place. You might worry that this is a horrible disease, but of course the likelihood it is nothing of the sort. However you do need to get it checked out simply for peace of mind!

Hello
There is no welfare rights agencies in my place
The form was numbered ESA3 (IBR)
I claim contributions based ESA
I also got money towards fuel from a charity, I cannot remember the years but it was in between the dates in dwp letter.
I also got fuel money from my energy supplier in this time.
I am autistic and the wait time for dwp is ages

Hi Fortunate,

The form ESA3 (IBR) is exactly what I thought!

As I said before. if you don't have any other income or savings, the amount of Contribution Based ESA is often below the allowed amount for means tested benefits. This means that you can get extra money to make sure you have the maximum allowed. The form is to assess whether or not you could receive this extra amount.
It's unfortunate that there are no welfare rights agencies near you. Maybe a friend could help you phone DWP? (Yes, I know it is a long wait, but this may be the only way to make sure you know the answer.) Perhaps you can get to the local council office? - The council often have a support officer who can assist with benefits matters.
I am reasonably confident that there will be no problems by not filling out this form, but I haven't seen the form, so I can't be 100% certain.
Hopefully you can find someone who can phone up and make sure!

It was Form ESA3 (IBR), you have been helpful.
I called the DWP today, I waited a lot less time than expected.

The call handler said she would have to send my query to the processing team and I would hear back from them in three working days.
The call handler told me they did not chase up the ESA3 ibr form, they must have assumed I didn’t think I was due any extra payment..

I have some more questions please?
Being on contributions based ESA I am worried about overpayments from them to me.
I have an occupational pension income from my previous job.
I got my pension in 2005, I thought the DWP knew I had a pension, however in 2009 I became anxious that they didn’t, so I phoned them, and they said they had no record of a pension.
I let them know I had a pension and they calculated an overpayment which I paid in 2009.
I gave the call handler the following information regarding income I received in between the dates on the ESA ibr form.
I am not sure that I told them I’ve got a lump sum in 2005.
I told them a home improvement agency who worked for homeowners on benefits.
I told them charity charity paid for two windows to be double glazed.
I told them another organisation paid for some plastering.
I told them I got money from my fuel supplier because I i’m on benefits.
I also told them during the dates on my ESA3 ibr form I got a few annual payments of £200 in winter to help with Fuel, But I could not remember how many payments I got.
I also had savings over £6000 at the time.
I also got statutory sick pay Somewhere between the time I left work In 2003 and 2005 when I received my pension.
I don’t know whether these monies above will count as overpayments from them to me and wonder if you could help, because although I was told I would be contacted in three working days I have read online people waiting weeks to hear.
It is alsoComplicated by the fact that my employer might not have records of the statutory sick pay would it been so long ago, and I will not have bank statements from that long ago.
Am I just being over worried?
