Hi I have suffered over the past 20 years from a rare and unusual auto immune disease which has damaged my eye muscles leaving me with permanent peripheral double vision and a small single field of view. I am currently in receipt of ESA Support Group last face to face assessment Feb 2020. I decided to apply for pip again after loosing it 5 years ago only to be given 0 points for all descriptors. I am applying for a mandatory reconsideration. Decision makers report has arrived I have told them I do not drive however the assessors report mentions a few times that the DVLA has not retracted my license. I did include evidence form my consultant to the DVLA from 7 years ago and DVLA came up with restrictive measures for me to drive this I feel is now being used against me. This feels discriminatory and I would like some advice if possible please. Also both assessor and decision makers report says numerous times I have no certificate of visual impairment (medical evidence and test results has been submitted, clearly showing how small my single field of view is and confirmation for peripheral double vision) in assuming they are talking about a CVI test ?? these test do not include double vision how can I get decision maker to accept my results as I cannot get one of these certificates. They have numerous times mentioned I do not have any visual aids but there are none for peripheral double vision as prisms are the only option which do not work for me. Many thanks in advance.

Hello Neil,
Well done on facing the PIP hurdle again. Just to encourage you the mod team, and many of our members know of cases which started off being awarded 0 points and then after MR and/or appeal have finally become the correct award for the applicant, whatever that may be.
I am not 100% clear from your post if you are talking about requesting a Mandatory Reconsideration for the application you made 5 years ago, or for a new application. Unfortunately it is now too late to do it for the 5 year ago application, there is a hard limit of 13 months in which you can make a MR.
If you have presented all the evidence which you have available you simply cannot produce more, although if you have not completed one of our diaries then that is worth doing and submitting. It shows the impact your visual impairment has on your daily living and mobility. You will find the templates for these, together with our PIP guides here.
PIP resources
If I was completing a MR submission on your behalf I would look at each of the activities in turn. Say where you disagree with the assessor’s recommendations and say what the reality is for you. Remember that what is recorded by the assessor is only their opinion. For each activity try to record what impact your reduced sight has on those activities. When you are doing this, pay attention to the descriptors for each activity, so that you know what they are going to be scoring against. It is important to remember that PIP is not awarded for the condition, but for the impact the condition has on your daily living and mobility.
Again a little bit of encouragement, I recently submitted a MR where we were unable to give any additional evidence, but we went through each activity in turn, said where we disagreed with the assessment and why, and what the reality was. The lady went from a standard Daily Living Award and no Mobility to enhanced for both.
